In the grand scheme of things we do live in a time of almost uninterrupted peace in the West, and it is not at all clear that we are headed in that direction indefinitely. It is a valid point to argue that the shooting in question is part of a broader pictuer of an increase in violence across the world, including in Western countries (Malta, Slovakia and others), threatening the democratic principles.
