I have a "fine print" section on my CV. The first entry is that I refuse to work for anyone who tells me I can't work any side gigs. I have no way of quantifying how many potential employers this has scared off, but I've never had an employer tell me I couldn't, nor have I been interviewed by any companies that told me I couldn't. As long as you're not in direct competition with your employer, it shouldn't make a difference. If they tell you otherwise, get a different job. Good developers don't grow on trees.
