In practice the mean temperature is pretty meaningless to how comfortable you feel in a country. Hot developed countries have AC everywhere so you don't have to be exposed and Germany is nice for maybe 3 months in spring and 3 in autumn, but during summer you have to sit in flats or cafes that are 32C because nowhere are ACs.
