I suspect that Gore would have put all of his energy into climate change work, and he might have actually made a dent in it, because it was still possible to do so relatively cheaply then. I think the consequences of that would likely have been that the problem got mitigated to a degree, and everyone would remember it as that ridiculous fake crisis that Gore made up and wasted a bunch of money trying to prevent.
