  It's the newest term for biological fathers. Birthing parents corresponds to biological mothers.

    why are we now with a "new term", and why bbc has chosen this, not mother/father?

      Presumably to be inclusive to same-sex couples (where both or one parent can be non-birthing) and non-traditional marital arrangements.
