From my pov as a tech lead, most of these tips apply to any dev reviewing the code, not just junior. I would even say that juniors tend to do better at these tips than seniors, especially asking questions. I don't see junior devs having too much of a problem asking questions. They are expected to and reminded if they don't. I see senior devs having problem asking questions. And then nobody points it out to them. Calibrating the feedback? Seniors tend to run on an autopilot and routine and some just don't notice they need to keep doing these things.
