Academic research is one more data point. Sometimes you have faculty and students from multiple institutions. It's not so much the cost that's the problem, rather the paperwork to bill it to various grants over the lifetime of a project. In many ways, it's simpler for one of the leaders to just pay for it personally. I personally prefer doing public development, but this has been cited by a number of colleagues as a reason not to host at github.
