I wouldn't call that "dwarfing" even looking at the raw numbers, and as a rate, Trump was the highest in history, nearly twice Obama. Of course, that's only relevant if you believe a priori that (a) EOs are a bad thing, and (b) that all EOs are created equal. Neither of those is true, obviously.
