I've successfully used jCoffeeScript in my projects:

Best thing is that the whole jar is self-contained. Nothing is required except for java, which eliminates the headache of installing cygwin and node on windows.
java -jar jcoffeescript-1.1.jar < foo.coffee > foo.js
For sass, the easiest way is to just install ruby on windows and then install the sass gem, which will give you access to the sass command.
