There were some contributing factors (massive change in senior leadership, followed by an immediate re-org that stretched out over months where a majority of staff didn't know their roles) that make it hard to put my thumb on any one contributing factor. But a small environment, with no long-term goals + the sheer terror of a pandemic and unstable government fed by the media machine...isn't healthy.
