the blame pointed on having multiple/layers of sub-contractors can be avoided by the client inserting this clause in their contracts, or am I vastly simplifying this? In IT, it happens often that there is a clause that prevents contractors from sub-contracting a position. This forces them to hire for that skill. What is special about the construction industry that this cant be done?
