Sure, there are mechanisms to prevent deletion but all it takes is one bug (and terraform has many) for all your backups to tear down. I also infrequently backup single sources off cloud to prevent ransomware payoffs. It has the secondary feature of providing a recovery source if things go off a cliff in the production environment.
