The offer is meaningless:
The US has a legacy of broken promises when it comes to these "assurances."
The Sholam Weiss case is probably the most notorious, where the US simply ignored the assurances given to Austria once Weiss was on US soil.
Carlos Lehder was promised that he could serve his sentence in Germany, but this similarly was ignored.
Italy would not be so fooled. Italy refused the extradition of Pietro Venezia, accused of committing the death-eligible murder of Donald Bonham in Miami in 1997. The US offered "assurances" that the death penalty would not be imposed but Italy did not believe the US.
Instead, Miami-Dade prosecutors flew to Italy where the Italian justice system eventually convicted Venezia of the murder.
The "assurances" offered to the UK in respect of Assange must be considered in light of this history.
