Intel can hire all processor architecture veterans it wants. It makes no difference when the problem is not their microarchitecture.
The future of Intel is in the hands of research scientists and engineers who design technology nodes for their semiconductor foundries. They should hire everyone they can from TSMC and Samsung foundry business. Chinese have hired 100s of TSMC and Samsung engineers.
Intel has always been a foundry company. Intel was founded by chemists. If Intel can't compete with TSMC, it's better to split fabless and fab business into two companies as AMD did, and turn a new chapter.
