- paavohtl 5y agoI wonder what you're referring to because Finland doesn't really have counties.
- eonwe 5y agoWith dry counties you mean counties that 25+ years ago allowed retail of alcohol only in Alko, the state monopoly store? I don't think counties can fully forbid sales of alcohol.
