Texas has no building code of their own, but 70.100 adopts International Building Code 2015, International Residential Code 2015, and NFPA as the standards by which all things must be built. Most other states do the same. Things like ADA and OSHA are federal laws that Texas builders can't just ignore. You can probably avoid building permits if you own enough property to be your own county government, but good luck getting a construction loan.
