Plenty of people work in defense while private sector pays more, public service motivation, job security, benefits, better work hours, more seniority driven promotions there are a ton of reasons. Doesn't mean it is the most efficient way to run an org, point is there are enough qualified people who value the other benefits more than just the cash.
