Apple was always weirdly cheap internally. Cheap on pay, cheap on team size and cheap on giving their engineers machines, unless you were working on special blessed projects. I think it was trauma from the time they almost died in the late 90s before jobs came back and saved the company, and they could afford to keep it because it kept on working.
