    Only because the ruled class allows to ruling class to think that life is cheap.

    It is quickly moving towards endangering human lives on one side of the conflict (the poorer side who lacks the technology). When the transition is complete, we will likely see more conflicts, as the cost of the war (both in terms of money and in domestic public opinion) significantly decreases for one side.
