Saying that in reply to “We need to develop tools to help stabilize small-scale communities” reads to me like you are furiously agreeing with the underlying principle, while ignoring the substance of the argument. Most local communities are not going to do that for reasons largely due to macro policies (which have positive effects too; eg labor mobility is harmful to local communities but well worth the cost).
