The question is what the implications are for a Mexican society where drug gangs are more than a menace. As opposed to legalization, mere decriminalization will increase demand without providing new, legal means to get the marijuana. Then again the gangs get a very small portion of their income from domestic weed sales, so maybe this won't make the situation worse.
