According to https://www.nhlbi.nih.gov/health/educational/lose_wt/BMI/bmicalc.htm https://www.nhlbi.nih.gov/health/educational/lose_wt/BMI/bmi..., 6' 1" reaches 25 BMI at 190 pounds. That seems about right to me for overweight. If you are very muscular it might be inaccurate, but most people aren't.
