Its a good point, but that ignores that co-opting "useful tragedies" are how authoritarian fanatics grasp power.
There is no reason why it can't be both: A bottom-up response that has morphed into a dystopian power grab.
- giantg2 5y agoThe real issue is the populations are different. If the author is talking about at-risk students from low income families, is that the same population that has the option to work from home? It seems the people who participated in the bottom up approach had the means to do so (better jobs, savings, etc)
