I don't think that I'm obligated to solve a problem just because I observed it. But yes, I think it's plausible that other browser makers could allow users to opt in to this sort of data reporting. It would lead to a more equitable web. I'm also not totally convinced that page performance should play a significant role in rankings in the first place.
