I'm looking at it in terms of critical periods (https://en.wikipedia.org/wiki/Critical_period https://en.wikipedia.org/wiki/Critical_period), and mostly geared toward elementary school children. Where they would be acquiring the basic stuff of interacting with other people. I wasn't trying to imply that children cannot learn these things outside of school. But being around so many peers in an environment geared towards interaction seems ideal.
