Vice has a series called abandoned (available on Hulu). The fourth episode deals with water in California with a focus on the Salton Sea and Owens Lake. Maybe there's a more nuanced view to take, but it paints a pretty bleak picture of Owens Lake and the problems caused because of Los Angeles piping the water out. It's also pretty annoying to see Los Angeles not required to cut water usage given their extensive network of canals pulling water from the rest of the state.
