TBH, the first part of your statement is exactly how modern brain drain from poorer -> richer countries is happening and will keep happening. Rich countries are more than happy in general, getting educated young population for free. And the second part is definitely true at least in Europe, where western part is swarmed with ladies from eastern part for many reasons, this being one of them.
