In the case of weightlifting you could add a handicap for fairness (if I remember correctly that is where the term handicap comes from). If men can on average men lift about, say, 1.5 as much as women then you can penalize transgender female by a factor of 0.66. The choice of the factor might be a bit arbitrary but that could be a relatively good compromise. (Note : my terminology may be wrong but I think the meaning is clear)
