To avoid such things being changed remotely, do not connect them to the internet (or allow it to receive telephone calls), and ensure that the people who are working there will manually monitor the water so that even if someone does tamper with the computer or if the computer fails due to some reason other than tampering (touching the computer is not the only possibility of failing), it can still be corrected without too much delay.
