I'm not sure why they tested with disabled fast boot option? Why not disable every feature of system? Fast boot from powerdown is the reason why I stop using other power down states. Just shut system down, and boot it up in 10-15 seconds.

Because fastboot turns shutdown into something closer to hibernation, vs the shutdowns of yore. The author was trying to test a true cold-state, startup, vs what Microsoft claims is a start up, but isn’t really.
