This is a problem with university education generally, non-technical PhDs are just the epitome of it.
We are graduating far more people in various fields than are actually required.
We need to scale back education at all levels to match actual demand, and hold students to higher standards. We need to accept once again that only about 20% of the population really need tertiary education.
In the anglosphere we seem to struggle with the concept that people are of differing levels of intellectual capability (particularly when trends are seen along racial lines) - and we have figured erroneously that just throwing degrees at people will end inequality.
When it has been the fact that only the most qualified and intelligent people were previously granted those degrees that has given them any value.
