I manage serval women in tech in Europe and hint at them to apply to companies with diversity quotas (Our company is shit). Sometimes you have to play the game to get ahead in life. Most people are obsessed with fairness. Recruitment is luck anyways, so I do not see the issue with diversity quotas. Sure incompetent people will get hired but that’s life and happens anyways irrespective of diversity quotas.
