One advantage of commonly known licenses and their legalese is that it allows people who don't speak the same language to still collaborate without talking to each other in their non-native tongues, through understanding and adhering to the legal code. (For commonly used licenses, high quality translations are already available). Bringing natural-language "requests" into the issue nullifies that advantage and denies casual collaboration/use to those who cannot speak the language. (Machine translation, even DeepL, is still not good enough for language pairs with distant syntax structures.)
