  Slightly odd article because it says the ultra-rich aren't breaking the law, but goes on to say the IRS needs a further $80billion in funding to enforce the law. Why would that be necessary if people aren't breaking it?

    that's how much they've made making legal loopholes for ultra rich they are just asking the public to match the bid

  Wrong question. The ultra-wealthy persuade/bribe/intimidate politicians to pass laws that make it legal to avoid paying taxes. This has been going on for a long time, and it won't change any time soon.
