It's bound to fail when you just take any kids and throw them all into an environment like this. And I doubt the kidnapping approach is ever a good idea unless there are mental health professionals involved at every step. But I think some kids really do need to get away and change environments and do some things on their own at an earlier age. Maybe a small town kid really needs a year in the city, or vice versa. Maybe there could be more programs to facilitate that without it looking so much like a punishment.
