- throwawaysea 5y agoChina has been undergoing a slow transformation into a destination for immigrants for a long time now (https://www.brookings.edu/opinions/inflow-of-international-immigrants-challenges-chinas-migration-policy/ https://www.brookings.edu/opinions/inflow-of-international-i...), but permanent residency has not become easier. They've made policy changes to attract and retain highly-skilled labor previously (https://america.cgtn.com/2019/08/22/china-implements-new-immigration-policy https://america.cgtn.com/2019/08/22/china-implements-new-imm...). However, the actual volume of permanent residency granted is still very low (https://thediplomat.com/2019/12/the-us-china-tech-wars-chinas-immigration-disadvantage/ https://thediplomat.com/2019/12/the-us-china-tech-wars-china...). More recent proposals to relax immigration policies have also led to xenophobic backlash (https://www.cnbc.com/2020/03/13/china-permanent-residency-proposal-racist-backlash-spills-onto-twitter.html https://www.cnbc.com/2020/03/13/china-permanent-residency-pr...) so it may be difficult for them to make change quickly or to attract foreigners.
