The issue is that circles need configuration themselves. They serve two purposes: targeted sending and receiving from people. The receiving bit needs the ability to add filtering. Facebook has this same issue. I want to get updates from my "friends" but I don't want everything they send. Just whatever is relevant to the context I added them for in the first place.
