It's also the result of culture. Some groups just value education more than others.
- rocknor 5y agoBS, as if culture is something that is constant and does not evolve. It's more like a feedback loop. Culture influences results and results influence culture. Tip it the wrong way and it's hard to get out of a negative feedback loop.
