I would do it like this:
test.cue:

cli: "\(command) \(args)"
}
#GoJob: #Job & {
command: "go"
}
#GoJobV: #GoJob & {
args: "-v ./..."
}
job: #GoJobV.cli
Results in:
$ cue export test.cue
{
"job": "go -v ./..."
}
