Utterly horrifying. The entire patent system should be dismantled as it is anti-competitive and a huge block to legitimate innovation and creativity. Patents raise prices and reduce quality on almost every good and service that is not just a commodity. But to have the government (most universities take tons of government money) start to take ownership of ideas and block private individuals and companies from using those ideas is Orwellian. A true nightmare. Anything that touches public money should be completely open and free for anyone to use.
