It seems to be me that one of the key strategic goals of China's transportation policies is to avoid a growing dependence on oil imports while its middle class grows. Hence the promotion of electric high speed trains as opposed to planes, and electric cars instead of traditional cars. Really impressive planning and execution that we could learn a lot from in the west.
