That does clearly imply that Mozilla recommends it too, but the phrasing the article uses (ie: 'Additionally, Chaslot recommends') is noncommittal.
The impression the full article gives me is that its purpose is to raise awareness that the Youtube recommendation algorithm is manipulative.
When I read the title here on HN I thought it meant that Mozilla was demanding the US government force Youtube to scrap the recommendations feature entirely.
