No, that's false. At the very least, all residents are covered, regardless of their working status in Austria, Spain, Portugal, Croatia, Czech Republic, Denmark, Finland, Iceland, Luxembourg, Norway, Romania, Serbia, and Sweden.

- sudosysgen 5y agoThe standard is almost always résidence, not work status. So if you move to that country from inside the EU and thus get recognized as a resident you get these benefits, sometimes after a period of time.
- danieldk 5y agoAdd the Netherlands. Healthcare insurance is mandatory.
- rolisz 5y agoIn Romania you need to be employed to have the public health insurance. There is a long list of other exceptions, but being an entrepreneur who just started a company and doesn't have income is not one of them.
