Yep. Most of the top talent retired, died, or changed jobs around the late 90's and early 00's. EPRI and the NRC aren't what they were either. UIUC has a great nuclear program (NPRE PSE), and so does the US Navy with hands-on experience. Building that back to a fraction of what it was would take decades and wouldn't be the same.
