It doesn't solve everything, but when people ask you questions that are answered in documentation, answer those questions with a link to that documentation. Some people will always go straight to you, but over time, others will learn to check documentation first and a smaller subset of those will see the value in that and start following that approach themselves. Almost everyone understands the value of DRY in code, but not everyone sees the value of it in day to day processes in the same light.
