You have it completely backwards. LVT would solve that, because all the people using the little parcels of land for a single family home would no longer be able to afford the taxes on their land. They'd sell to developers who'd have to build huge apartment complexes, making housing affordable again. LVT ensures that each unit of land is put to its most productive purpose.
