From what I understand they targeted a high ranking member of the gang and he promoted the app, which was developed by the police to others. Since a high level member endorsed it, it become widely used.
- postingawayonhn 5y agoYou're broadly correct though they are saying this app ended up being used by criminal organisations all over the world. Arrests took place across 18 countries including NZ, Australia, the UK, Germany, and the US.
