Australians lost AU$840 million dollars last year to scammers. It's on the government have strong regulations that separate the sewage from the drinking water; strong regulations about who can connect what to the electrical power system; etc etc; require doctors to not pick their noses immediately before they perform surgery (gloves, masks, washing hands etc); encourage people to wash their hands after they poop............. And inform people of good security practices, through public policy and school education. I can't really see another way of educating the whole population on something they're otherwise fairly disinterested in.
