I am in the UK and this is the first I have heard of this and I consider myself well informed. I am actually not necessarily against this in principal but its been really badly communicated (lack of it) so a delay seems reasonable to me.

Pretty sure this is letting the likes of Peter Theils company get access to it, it cannot be a good thing.
