15 to 20 years ago when roundabouts were first introduced to where I live (southern Germany), people were pretty terrible at using them. After about 5-10 years, people have gotten the hang of it, new drivers were properly educated in driving school, now they work fine. You've got to have a little patience, and actually expose people to it, then it works out fine.
